Fiscalization 1.0 - How to upload your FINA fiscalization certificate?

A fiscalization certificate is required for all companies that issue invoices to consumers / in final consumption / B2C. It is used to identify your company and enables the fiscalization of invoices, which as of January 1st, 2026 is mandatory for all B2C invoices regardless of the payment method (cash, card, bank transfer).

If you already have a suitable certificate (Poslovni aplikacijski certifikat) for fiscalization (file format .p12 or .pfx in soft form – a digital file downloaded online) that is still valid, you can use it in Parra app. More information about the type of certificate and how to obtain it can be found here.

After you have obtained the fiscalization certificate, follow these steps:

  1. In the menu bar on the left-hand side, go to Settings, then under Document issuance select Fiscalization and eInvoices settings.

  2. In the Fiscalization certificate section, click “Add your fiscalisation certificate”.

  3. A new window will open where, by clicking “Upload file”, you need to locate and select the file with fiscalisation certificate on your device. The file format must be .p12 or .pfx.

  4. To confirm the certificate upload, enter the password. You set this password when downloading the certificate from the service provider (Fina). This is the password you selected yourself, not the password you received via SMS or email with the notification that the certificate is ready for download from the Fina portal.

  5. Accept the Terms and Conditions by checking the box.

  6. Click “Add certificate” in the bottom right corner.

If all the above steps have been completed correctly, the message “Fiscalization certificate has been successfully transferred!” will appear.

You have successfully uploaded your fiscalization certificate. Until January 1st, 2025, this certificate will be used to fiscalize all B2C invoices paid by cash or card. From January 1st, 2026, all B2C invoices will be fiscalized regardless of the payment method, including those paid by bank transfer.

How to delete a fiscalization certificate?

If you have uploaded a fiscalization certificate into Parra app and want to delete it, follow these steps:

  1. In the menu bar on the left-hand side, go to Settings, then under Document issuance select Fiscalization and eInvoices settings.

  2. In the Fiscalization certificate section, click the bin icon.

  3. A new window will open where you confirm the deletion of the certificate by clicking “Yes, delete certificate”.

    When the certificate has been successfully deleted, the message “Fiscalization certificate deleted” will appear.

By completing this action, the fiscalization certificate will be deleted and you will not be able to fiscalize final consumption invoices (issued to consumers, B2C) until you upload a new fiscalization certificate.

How to substitute a fiscalization certificate?

If you have uploaded a fiscalization certificate to the Parra app and want to replace it with a new one, follow these steps:

  1. In the left-side menu bar, go to Settings, then under Documents issuance select Fiscalization and eInvoices settings.

  2. In the Fiscalization certificate section, click the “Replace existing fiscalization certificate” icon.

  3. A new window will open where, by clicking “Upload file”, you need to locate and select the file with fiscalisation certificate on your device. The file format must be .p12 or .pfx.

  4. To confirm the certificate upload, enter the password. You set this password when downloading the certificate from the service provider (Fina). This is the password you selected yourself, not the password you received via SMS or email with the notification that the certificate is ready for download from the Fina portal.

  5. Accept the Terms and Conditions by checking the box.

  6. Click “Add certificate” in the bottom right corner.

Why can't I upload my fiscalilzation certificate?

You have uploaded your fiscalization certificate to the Parra app and the message “Certificate upload failed” appeared.

Uploading a fiscalization certificate can fail for several reasons:

  • The OIB of the business entity for which the certificate was issued does not match the OIB of the business entity in the Parra app – check that you are uploading a certificate issued for the company you are currently viewing in the Parra app. Check the company information to ensure that you entered the correct OIB.

  • The certificate has expired – check whether the certificate is still valid. You can verify the certificate expiration date using this guide. An expired certificate can be renewed if no more than 30 days have passed since its expiration – find the instructions on the service provider’s website.

  • The certificate format or type is not suitable – you can upload certificates in .p12 or .pfx format to the Parra app, provided these were issued in soft form (downloaded online). Certificates from Fina crypto devices are not supported. More information about the appropriate certificate type and how to obtain it can be found here.

  • The password is incorrect – if you entered an incorrect password, a message will appear below the password field. Make sure you are not entering any extra spaces (before or after the password). Try again after checking the password or contact the service provider to request recovery of the fiscalization certificate*.

  • To successfully add the certificate, make sure you have accepted the Terms and Conditions by checking the box.

* The certificate can only be recovered within the first year from the date of issance. After that, users who lose or forget the password must request the issuance of a new certificate and pay the full fee. The certificate recovery fee is charged upon receiving the invoice.
